The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The chain of contrasting events captured the bleak nature of the current period. By day, political struggles are conducted: optimistic declarations are delivered from multiple capitals. Immense energy is expended on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track missile launches from Russian territory, a capability afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.

Continuous Dangers

Following this, a heavy machine gun engaged a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv greeted the morning news: several casualties, devastation and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on international aid – a dependence that European nations are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new approach from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is impossible to compel Moscow to abandon the areas that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does minimal to discourage Russia, through statements or actions, from believing that the current condition will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a entire defensive failure until situations evolve in its benefit.

Present Conditions

Realistically, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
